Cloud & Infrastructure

Cloud architecture for African workloads.

We design, build, and operate cloud and hybrid infrastructure tuned for African connectivity realities and data residency requirements.

The practice

Cloud architecture for African workloads.

PANEOTECH designs, builds, and operates cloud and hybrid infrastructure for institutional clients. The practice spans cloud architecture across the major hyperscalers (AWS, Azure, GCP), Africa-resident infrastructure for data residency requirements, hybrid deployments, and the operational discipline that keeps institutional infrastructure healthy at scale.

Capabilities

Across the cloud and infrastructure stack.

Cloud architecture

Multi-account, multi-region architectures with the security baselines, network segmentation, and operational patterns that institutional workloads require from day one.

Africa residency

In-region cloud architecture for clients with data residency obligations, including sovereign cloud where regulation demands it, and the operational handoffs that make residency real rather than rhetorical.

Hybrid deployments

On-premises plus cloud architectures with proper identity federation, network connectivity, and the workload placement decisions tuned to data gravity, cost, and connectivity reality.

Infrastructure as code

Terraform and Pulumi codified infrastructure, GitOps deployment workflows, and the engineering discipline that makes infrastructure reviewable, reversible, and auditable.

Cost discipline

Right-sizing, reserved capacity, savings plans, and the FinOps frameworks that keep cloud economics aligned with institutional budget reality.

Operational excellence

SRE practices, incident response, capacity planning, and the operational maturity that turns infrastructure from a delivery risk into a delivery accelerator.

At a glance

Cloud engineered for institutional reality.

AWSAzure, GCP — full hyperscaler coverage

IaCInfrastructure as code on every engagement
SREPractices and on-call discipline built in
Why it matters

Cloud is an operational discipline.

Cloud infrastructure done well is invisible to the application team and trustworthy to the security team. Cloud infrastructure done poorly is the most expensive way to recreate the operational pain of on-premises with none of its predictability. Our practice exists to give institutional clients the first kind, with the engineering depth and operational maturity that distinguishes one from the other.

In the field

Where we apply this expertise.

A selection of PANEOTECH projects that draw on this area of expertise.

Somalia

Integrated Seed Certification and Traceability System for SARIS Somalia

A national digital platform for SARIS, the Somali Agricultural Regulatory and Inspection Service, that digitises seventeen regulated processes spanning seed certification and plant variety protection, with offline-capable field inspection, QR-verifiable e-certificates, and a public verification portal. Currently in delivery with a working staging environment.

Continental

Public Sector Collaboration Hub for the African Capacity Building Foundation

A continental digital platform commissioned by the African Capacity Building Foundation, a specialised agency of the African Union, that consolidates Public Financial Management diagnostics, reform case studies, peer learning workspaces, and an academy integration into a single environment for senior public officials across all African Union member states. Currently in delivery, with the public-facing site live at https://pschub.africa.

Mauritania

HydroMet AI, AI-Powered Early Warning System for Hydrometeorological Hazards in the Senegal River Valley

A national early warning system delivered by PANEOTECH for UNDP Mauritania, in joint venture with Effica SYS Co SARL, to anticipate hydrometeorological hazards in the Senegal River Valley. The system combines a stacked LSTM neural network with the SWAT hydrological model and ingests data from seven complementary global sources, including Open-Meteo, NASA POWER, GloFAS via Copernicus, and CHIRPS and SMAP via Google Earth Engine. Alerts are validated by institutional operators before diffusion across SMS, WhatsApp, email, web, mobile, radio, and television channels.

Continental

Climate Watch Africa, Continental Climate Intelligence Platform with the Climate Insight AI Agent

A continental climate intelligence platform developed by PANEOTECH for POLIWATCH AFRICA, covering all fifty-four African Union member states. The platform consolidates climate, energy, and socio-economic data into thematic dashboards and country profiles, and exposes the Climate Insight AI Agent, a natural language interface for conversational query, cross-referencing, and trend narration over the consolidated corpus.

Continental

DiraCore, Pan-African Agricultural Data Infrastructure

A Pan-African agricultural data infrastructure that turns fragmented smallholder data into structured digital assets, supporting financial analysis, EUDR deforestation compliance, voluntary carbon market certification, and credit scoring. Designed for Pan-African Management Services with operations across East and West Africa.

Continental

Anti-Illicit Financial Flows Policy Tracker

A continental analytical platform tracking anti-illicit-financial-flows policies across more than fifty African countries. Built for Tax Justice Network Africa, the African Union and ATAF to support implementation of the Mbeki Report recommendations on illicit financial flows from Africa.
