Why it matters

Policy and platforms are the same problem.

Digital policy fails when it is drafted by people who have never built a digital system, just as platforms fail when they are built by people who have never had to operate within a regulatory framework. Our practice exists at the intersection: we draft regulation that is technically sound, and we build platforms that are policy-aligned. The two activities reinforce each other, and we deliver both.

Southern Africa

Digital Platform and Regulatory Information-Sharing System for CRASA

A regional digital platform and regulatory information-sharing system for the Communications Regulators' Association of Southern Africa, delivered by PANEOTECH under the EU-funded EGEE-ICT programme led by COMESA. The system modernises CRASA's digital presence, integrates its existing operational tools, and adds a structured information-sharing platform with database backbone, role-based access, and advanced regulatory search across the fourteen SADC member states the association harmonises.

Togo

InterCom Togo, Single-Window Platform for International Trade Information and Customs Procedures

A single-window platform developed by PANEOTECH for ITSDB Center, consolidating Togo's import and export regulations, customs procedures, duties and tariffs, and commercial opportunities into a single environment for traders, investors, and the public sector. The platform pairs a structured information layer with an interactive duties and taxes calculator, downloadable document templates, a tenders feed, and a tiered membership model.

Benin

SBIN / CELTIIS QMS, Digital Quality Management Platform for Benin's National Digital Infrastructure Operator

A digital quality management platform delivered by PANEOTECH in joint venture with STRIDE SARL for SBIN / CELTIIS, Benin's state-owned digital infrastructure firm and mobile operator. The platform consolidates document management, non-conformities, audits, action plans, complaints, risks, and process governance into a single environment aligned with ISO 9001 and extensible to ISO 14001, ISO 45001, and ISO 27001. The engagement covers design, deployment, training, capacity transfer, and long-term support.

Gabon

Regarde Gabon, National Citizen Watch and Civic Engagement Platform of Gabon

A national citizen-watch and civic engagement platform delivered by PANEOTECH for Action Gabon, operating at regarde.ga as the editorial home of the Dynamique Regarde Gabon initiative. The platform consolidates a multi-thematic editorial environment covering politics, economics, civil society, environment, culture, and free expression with a dedicated election dossier, a citizen dialogue space, and a contribution channel for Gabonese readers, journalists, and civil society organisations. The architecture extends through a sister site on the same editorial backbone, election2023.ga, that hosted the citizen-watch operation for Gabon's 2023 general election cycle.
