A Pan-African knowledge and engagement platform for Development Transformations, the African-led development organisation working at the nexus of data ecosystems, digital governance, and financing for development. Procured by Tax Justice Network Africa, delivered by PANEOTECH.

Context

A Pan-African home for African-led development practice.

Development Transformations is a Pan-African think-and-do tank founded in 2024 to revolutionise development practice through data, evidence, and policy thinking. Born as a bold successor to Development Initiatives' African legacy, the organisation needed a digital home that consolidates its identity, programme work, knowledge resources, and stakeholder engagement into a single coherent surface. PANEOTECH was engaged through a competitive procurement led by Tax Justice Network Africa to design and deliver that platform.

 

Scope and architecture

An integrated platform spanning identity, programmes, and resources.

The platform consolidates Development Transformations' full digital surface across organisational identity, thematic work, knowledge resources, and external engagement. The information architecture covers the organisation's journey, vision, mission and values, the people behind the work, the partner and funder ecosystem, and the institutional positioning that anchors Dev Transform's African leadership in global development dialogues.

 

Programme architecture

Two thematic pillars, structured for editorial depth.

Dev Transform's work is organised around two programme areas: Financing for Development, Climate and Crisis; and Data Ecosystems and Digital Transformation. The platform structures content under these pillars with cross-links to flagship initiatives including the Data Storytelling Labs and the Development, Crisis and Climate Finance Tracker. Each pillar has its own editorial template covering research and advocacy, policy positioning, and partner engagement.

 

Knowledge hub

A consolidated resource library for evidence-based advocacy.

The platform houses Development Transformations' full knowledge output: research papers, policy briefs, reports, fact sheets, blogs, infographics, presentations, data stories, podcasts, webinars, videos, data portals, and annual reports. Resources are filterable by type, programme area, and theme, with a unified search experience that surfaces relevant material across the organisation's output. The Strategy 2025-2027 document and editorial pipelines are first-class objects in the architecture.

 

Engagement surfaces

News, events, opportunities, and stakeholder dialogue.

The platform supports active institutional communication through a News and Events surface, including latest news, the Dev Transform Blog, press releases, statements, media coverage, and events. An Opportunities section centralises vacancies and procurement notices, supporting the organisation's recruitment and partner outreach. Newsletter capture, social-media integration, and live feed surfaces are integrated across relevant pages.

 

Engineering

CMS-driven, multilingual, responsive and donation-ready.

The platform is delivered on a content-management foundation that allows the organisation's communications and IT teams to publish and update content without specialist development support. Multilingual delivery covers English, French and Kiswahili. The platform is mobile-first responsive, accessibility-aligned, and integrated with mobile-money rails (M-Pesa, Pesapal) and merchant-account flows for institutional fundraising. Social-media integration covers the major networks Dev Transform operates on, with live feed widgets and embedded video.

 

Security and operations

Hardened, monitored, backed up.

The platform ships with TLS encryption, hardened CMS configuration, regular security audits, and the protection patterns expected of an institutional digital surface (anti-CSRF, anti-XSS, parameterised queries, role-based admin access). Migration of archived content from the organisation's prior digital footprint, regular backups, and a documented disaster-recovery plan are part of the engagement. Performance monitoring, error logging, and analytics integration support the operational handover.

 

Capacity transfer

Training the team that will run the platform.

PANEOTECH delivered a structured training programme for the Communications and IT departments at Dev Transform, including content authoring, media management, CMS administration, and the operational runbooks that keep the platform healthy. A user guide and troubleshooting documentation cover the most frequent administrative tasks, supporting sustained ownership of the platform after handover.
