Pan-African Management Services engaged PANEOTECH to design and build DiraCore, a Pan-African agricultural data infrastructure that transforms fragmented African smallholder farm data into structured, verifiable digital assets. These assets are exploitable for financial analysis, compliance verification against European export requirements (the EUDR Regulation on deforestation), voluntary carbon market certification, and financial credit scoring. The platform spans the full cycle, from data capture by farm operators on USSD up to structured deliverables consumed by financial institutions and European buyers.

PANEOTECH delivered an agricultural data pipeline integrating multiple sources: USSD capture by smallholders on non-smartphone handsets, mobile application capture by field agents, Sentinel-1 and Sentinel-2 satellite imagery (radar and optical), historical yield data, weather and climate data, and soil data. The pipeline transforms these inputs into tamper-evident digital passports at both the farm level and the parcel level, with full provenance and audit trail.
Zero deforestation passports for African producers.
The platform includes an EUDR verification module that issues zero deforestation passports for African producers exporting to European markets. Each passport bundles dated satellite evidence, validated cadastral polygons, and formal reports aligned with European requirements. The module supports the coffee, cocoa, soy, oil palm, cattle, and timber commodity chains covered by the regulation, and produces auditable records rather than opaque outputs.
Satellite-anchored verification for voluntary carbon markets.
On the Measurement, Reporting and Verification dimension, PANEOTECH delivered a satellite-based pipeline that combines satellite imagery with ground truth data to verify carbon sequestration claims for voluntary markets. The AI deforestation and land-use change detection layer is built on geospatial foundation models (Prithvi, SatMAE) fine tuned on Sentinel time series. The classifier separates observed change by cause (clearing, shifting cultivation, seasonal canopy loss, cloud artefact), so the resulting passports are auditable, not opaque.
Soil credit scoring with explainable AI and parametric insurance.
The platform ships soil credit scoring modules built on machine learning with SHAP explainability, parametric insurance triggers, and anomaly detection modules using isolation forests and autoencoders for fraud detection. The fraud layer flags duplicated polygons, statistically implausible yields, and carbon claims inconsistent with observed biomass. A regulatory intelligence pipeline grounded in large language models continuously monitors EUDR rule changes, national regulations, and buyer requirements, surfacing passports that are at risk under the latest rules.

DiraCore is operated by Pan-African Management Services as a Pan-African data infrastructure for agricultural finance, sustainability compliance, and digital commons.
