The platform pairs a structured information layer with an interactive duties and taxes calculator, downloadable document templates, a tenders feed, and a tiered membership model.

Context

One platform for international trade in Togo.

International trade is a foundational driver of Togo's economic strategy. The country sits on a critical West African corridor, hosts the deep water port of Lomé, and operates a regulatory environment that combines national rules with regional conventions and international agreements. Importers, exporters, investors, and the public officials who support them all need accurate, current, accessible information about the rules, the procedures, the duties, and the opportunities available in the country. The information is published, but it is fragmented across institutions, written for officials rather than operators, and rarely organised in the order an operator actually encounters the steps.

ITSDB Center, a Togolese trade facilitation technology centre, mandated PANEOTECH to design and deliver a single-window platform that consolidates this information and exposes it to four audiences at once: importers and exporters preparing real customs dossiers, investors evaluating sectoral opportunities, public officials supporting the procedures, and the wider business community following Togo's trade agenda. The result is InterCom Togo, the national reference platform for international trade information, customs procedures, and commercial opportunities.

What we built

Six information pillars, one operational platform.

The platform is structured around the six functional pillars that match the operational journey of an importer, exporter, or investor working with Togo. Each pillar carries the substantive content the audience needs at that step, and each layer feeds back into the navigation tiles, the calculator, and the document library that operators rely on day to day.

Trade Regulations Library

Structured coverage of import regulations, export regulations, and product-specific regulatory regimes for sectors such as agro-food, textiles, and technology products. Each regulation is documented with its scope, the responsible institutions, and the practical implications operators have to account for.

Step-by-Step Procedures

Operational guides for importing and exporting from Togo, structured in the order operators actually encounter the steps. Required documentation lists with downloadable templates where available. Directory of the institutions involved in each procedure, with their roles and contact references.

Duties and Taxes Calculator

The interactive operational heart of the platform. Users enter product details and the calculator returns the applicable duties, taxes, and import or export charges, drawing on the structured tariff schedule the platform maintains. The tool turns a multi-step manual lookup into a single transaction operators can complete in seconds.

Tariff Schedule and FAQ

The structured tariff schedule that grounds the calculator, exposed directly for operators who want to browse it. Frequently asked questions on customs duties and applicable taxes, addressing the recurring confusions that the calculator alone does not resolve.

Commercial listings and a partner search layer that connects Togolese businesses with potential trade partners. A tenders feed surfacing public procurement opportunities relevant to the import-export community.

The duties and taxes calculator is built directly on the structured tariff schedule the platform maintains. The same product reference table that powers the calculator drives the tariff lookup pages, ensuring that the calculator's output and the manual reference always agree. Updates to tariffs flow through a single source, propagating to both the calculator and the schedule simultaneously, which is the only way to keep the platform credible to operators making real customs declarations.

Sixteen-tile navigation as a content architecture

The platform exposes its substance through sixteen thematic navigation tiles on the homepage that decompose the six primary pillars into the granular questions operators actually ask. Import regulations, export regulations, product-specific rules, import steps, export steps, required documents, institutions involved, the calculator, the tariff schedule, the customs FAQ, investment opportunities, commercial listings, document templates, practical guides, and useful links. Each tile lands on the substantive content directly, without forcing operators through a hierarchical drill-down they do not need.

Tiered membership for public and operator audiences

The platform supports three membership tiers that scale with the audience's operational depth. Standard access exposes the public information layer for casual visitors and citizens following the trade agenda. Professional access exposes the advanced operational tools, document templates, and practical guides for importers and exporters working with the platform regularly. Premium access exposes the in-depth analytical layer, the calculator at full capacity, and personalised investment opportunities for the high-engagement audience the platform exists to serve. The tier boundaries are enforced at the application layer, with a single account model carrying the user across all the platform's capabilities.

Editorial workflow for institutional ownership

Regulations, procedures, tariff entries, document templates, tenders, investment opportunities, and events are managed through a structured editorial workflow ITSDB Center owns operationally. New tenders join the opportunities feed and immediately reach all three membership tiers. Updated tariff entries propagate to the calculator and the schedule without separate cycles. The institution maintains a single content discipline rather than running parallel tools that drift out of sync.

Document templates and downloads

The document templates library exposes the practical administrative artefacts operators need to execute trade operations: declaration forms, request templates, certification forms, and supporting documents that recur across import and export procedures. Each template is downloadable, version-stamped, and linked to the procedure it supports, so operators can move directly from the procedural guide to the practical artefact without searching elsewhere.
