A continental knowledge platform for anti-IFFs policy tracking.
The African Union, in the framework of monitoring the implementation of the Mbeki Report on illicit financial flows from Africa, mandated PANEOTECH, in partnership with the African Tax Administration Forum and Tax Justice Network Africa, to develop a continental platform for tracking, comparing and analysing anti-illicit-financial-flows policies across more than fifty African countries. The platform centralises tax, customs, anti-money-laundering and financial transparency policies, ensures their classification, and enables comparative analysis to guide reform efforts.
A continental analytical platform covering fifty African countries.
PANEOTECH delivered a continental analytical platform presenting the policies of fifty African countries, structured according to a thematic taxonomy agreed with the African Union, ATAF and TJNA. The taxonomy covers financial transparency, automatic exchange of information, base erosion, tax havens, international taxation, and the related policy areas the partner institutions have prioritised. Each country has a profile card consolidating its policies in force, the implementation status of each policy, the international commitments made by that country, and the recommendations issued by independent assessments.
Auditable methodologies, continental rankings, sourced citations.
The scoring and comparison module allows each country to be scored on each thematic dimension, produces continental rankings, regional comparisons (East Africa, West Africa, and the other recognised African regions) and bilateral comparisons, and identifies the most significant gaps. Scoring methodologies are documented and auditable, and sources are systematically cited with links to the original documents.
Analytical dashboards and thematic continental maps.
The team delivered analytical dashboards and continental thematic maps, including choropleth maps by dimension, maps by risk category, and maps by international commitment, enabling immediate visualisation of continental disparities. The maps are interactive and allow drill-down to the country profile.
Secure data administration for AU, ATAF and TJNA.
PANEOTECH delivered a secure administration portal allowing the African Union, ATAF and TJNA to manage policies, scores, sources and narrative content, with role-based governance, moderation workflows and full audit logging. The architecture is based on microservices with REST APIs, supporting scalability and interoperability with other African Union platforms.

The Policy Tracker provides the African Union, ATAF, TJNA and member-state stakeholders with a single continental view of anti-illicit-financial-flows policy across the continent, structured for comparative analysis, reform tracking and evidence-based advocacy. The platform is operated by Tax Justice Network Africa at policytracker.africa and continues to expand its country coverage and thematic depth.
