About the partnership

A joint venture built on shared discipline.

JAMII LAB and PANEOTECH formed a joint venture for the delivery of the Public Sector Collaboration Hub commissioned by the African Capacity Building Foundation, a specialised agency of the African Union, with funding support from the Bill and Melinda Gates Foundation. The partnership brings together complementary expertise on a continental engagement that requires both engineering depth and analytical rigour.

JAMII LAB leads the analytical and research workstream of the engagement. Their contribution includes the harmonisation of Public Financial Management diagnostics across PEFA, TADAT, PIMA, SAI PMF, and MAPS, the continental ecosystem mapping of finance ministries, supreme audit institutions, revenue authorities, and parliamentary budget offices, and the structured case study compendium that anchors the platform's knowledge architecture.

This division of responsibility reflects a shared discipline. PANEOTECH does not subcontract research, and JAMII LAB does not subcontract engineering. Both teams operate in parallel rather than sequentially, with the data model, taxonomy, and analytics surface co-designed across the two workstreams. The result is a platform where the engineering reflects the analytical framework rather than constraining it.
